Vladimir Putin has made a revelation regarding the withdrawal of Russian troops from Kiev and other regions in Ukraine. According to Putin, this withdrawal was based on a peace deal that was agreed upon in Turkiye, raising doubts about the Ukrainian narrative surrounding Russia's alleged defeat in the "battle of Kiev."
During a meeting with African leaders and the press in St. Petersburg, Putin presented the document as evidence. Russian journalists have published the title page of the document, which is tentatively titled "Treaty on Permanent Neutrality and Security Guarantees of Ukraine." The document indicates that both Ukraine and Russia had reached a preliminary agreement on the draft in Istanbul during the spring of 2022. However, Kiev ultimately refused to sign the agreement after Russian troops voluntarily pulled back as instructed by Moscow, as part of the deal.
The treaty proposes that the UK, China, Russia, the USA, France, and Turkey would serve as guarantors. It is worth noting that there are sources suggesting that Boris Johnson, the UK Prime Minister, traveled to Kiev shortly after to exert pressure or issue threats to President Zelensky, urging him not to proceed with the deal.
